POSITION: NATURAL RESOURCES MANAGER, Interdisciplinary GS-0401 / 0460 /
APPLICABILITY: This assignment is a temporary reassignment NTE 120-days open to eligible GS-14s or temporary promotion NTE 120 days open to GS-13s eligible for promotion.
LOCATION OF ASSIGNMENT: Southwestern Division, Operations & Regulatory Division, 1100 Commerce Street, Dallas, TX 75242 OR current duty location in approved and available USACE/Federal facility. This position is not eligible for remote work. Position is eligible for situational telework IAW USACE policy. Selectee is expected to report in person to assigned duty location 5 days/week.
Description Of Assignment/Duties
Developmental assignment opportunity to act as the Natural Resource Program Manager in SWD, primarily responsible for management of complex division-level programs, including:
- Technical oversight of SWD Natural Resource Management Program.
- Contribute to the development and implementation of the Operations & Regulatory regional strategic direction.
- Proactively engage regional initiatives to seek ways to improve efficiency and effectiveness.
- Provide Districts/Leadership enterprise-level interpretation of Army and USACE NRM regulations.
- Apprise vertical chain of any Project/District concerns.
- Ensure SWD funded NRM activities support HQUSACE objectives and comply with Federal and State laws.
- Support effective relationships between Customers, Projects, Districts, Divisions and HQUSACE.
Other Conditions And Requirements
PERIOD OF ASSIGNMENT: This development will start o/a 5 October or 19 October 2025.
APPLICANT QUALIFICATIONS: Nominees will be selected on the basis of the following qualifications.
- Experience in a District Natural Resource Management activity to include; Recreation, Environmental Stewardship and Environmental Compliance management and oversight.
- Experience in Recreation and Environmental Stewardship budget and policy development and implementation.
EVALUATION CRITERIA: Applicants will be evaluated based on the strength of their qualifications. Qualified candidates may be called for an interview.

Ensure integrity of financial Statements and management reports in accordance with DSM-Firmenich Accounting Rules and local, statutory Accounting standards. Based in Bangkok, this role is responsible to execute the financial accounting and management control for the ANH with the Oceania market. + Business Partnering and cost controls - prepare management reports and analysis. Review the monthly results and provide relevant advise to help drive cost optimistaion with the key business stakeholders.
+ Financial Reporting - Sanity checks financial data and analyze financial statements, including balance sheets. Ensure accuracy and integrity of financial data and compliance with accounting standards and resources are effectively allocated, and costs are controlled.
+ Budgeting and Forecasting - Develop annual budgets in coordination with department heads and management. Monitor budget performance and variance analysis.
+ Compliance and Risk Management - Compliance with relevant financial regulations and standards. Oversee internal controls and procedures to mitigate financial risks.
+ Timely, accurate and complete filing of Statutory, GST and tax to local authorities.
