Job Description
The In-circuit Test (ICT) Lead Engineer accepts, transfers, installs, improves and maintains automatic test equipment and test programs that are used for product testing and design verification. They also may support the test development of the test equipment and processes to ensure robust and high quality test solutions and final products are realized.
Detailed DescriptionPerforms tasks such as, but not limited to, the following:
- Provide tester support to production on In-circuit Test (ICT)
- Monitor product test yields and feedback to related parties for corrective action in a prompt and timely manner.
- Collaborate with Debug team to find root cause of low yields.
- Verify that test equipment (hardware & software) is in proper working condition, and not the root cause of low yields.
- Participate in continuous improvement programs to improve test yield and reduce scraps.
- Document, control and maintain existing test production hardware and software (Including routine preventive maintenance and calibration on test equipment).
- Set up new test equipment (hardware & software), buy-off procedure before releasing to production.
- Document and update the test procedures. - Provide training of test process to production team.
- Provide training to functional test technicians on how to confirm test failures and maintain test equipment.
- Perform test line conversion (when applicable).
- Maintain in house test fixture.
- Review overall ICT test capacity of TEST ICT capacity vs demand analysis
- Review ICT test requirement of NPI product.
- CCB coordinator
- Perform other work-related assignments requested by supervisors.
- Change Management, ECO, limits, test steps, FW and ID programming
- Interpreting test requirements and documenting test procedures
- Analyzing data to drive coverage enhancement and first pass yield improvement
- Experience in Agilent 3070 and Flying Probe test platform supports/maintains
- Capable to do test development on the Agilent 3070 machine and Flying Probe test platform
- Ability to lead engineering projects and share the results
- Ability to manage both internal and external stakeholders

Performs tasks such as, but not limited to, the following:
- Review process, product and identify the new technology, new component, new process. Then provide a solution and development for the new component/ new process/ new technology for PCBA
- Generate the library history of stencil design and PCBA for traceability
- Work closely with the design team, customers, supplier, and CTH internal team.
- Design tooling and develop the process to support the new technology or new process of PCBA assembly.
- Work with CFT and customer on NPI development, process validation with FA lab technique to make successful transfer from NPI to mass production.
- Other duties as assigned.

The Role

- Provide support to the Lead Contracts Engineer in the preparation of contracting plans and strategies to meet the requirements of the project
- Development of contractors list, perform prequalification as necessary, and development of bidders list per contract package, if the Lead Contracts Engineer is not on - board yet
- Carry out pre - contract and post - contract activities
- Ensure completeness of Projects' Construction Contracts records and co - ordinate statistical feedback and data gathering
- Make sure that Construction Contracts are maintained and archived in accordance with Corporate and / or project file retention policy
- Manage and provide input into the subcontract score card for project control reporting
Qualifications
- Degree in Civil, Mechanical, E&I Engineering or equivalent
- Min 15 years relevant experience within engineering or construction industries working on Oil & Gas or other heavy industrial projects, or similar
- Demonstrable commercial skills and knowledge of contracting methods, contract forms, drafting terms and conditions etc.
- An understanding of the basic principles of contract law
- Knowledge of contracts administration and tendering processes
- Experience from working on large international construction projects (preferably including overseas travel)
- Quantity Surveying Qualification preferred
- An advanced understanding of the challenges and risks associated with an effective EPC project execution with appropriate mitigation strategies
- Commercial skills and knowledge of contracting methods, contract administration, contract forms, etc.
- Able to determine full cause and effect' of reasons for delay and determine how this impacts contractor performance
- Able to communicate clearly with clients and contractors complex technical and commercial issues
- Excellent organisational and communication skills
- Able to apply advanced problem solving techniques to a variety of situations

Summary
The In-circuit Test (ICT) Lead Engineer accepts, transfers, installs, improves and maintains automatic test equipment and test programs that are used for product testing and design verification. They also may support the test development of the test equipment and processes to ensure robust and high quality test solutions and final products are realized.
Detailed Description
Performs tasks such as, but not limited to, the following:
- Provide tester support to production
- Monitor product test yields and feedback to related parties for corrective action in a prompt and timely manner.
- Collaborate with Debug team to find root cause of low yields.
- Verify that test equipment (hardware & software) is in proper working condition, and not the root cause of low yields.
- Participate in continuous improvement programs to improve test yield and reduce scraps.
- Document, control and maintain existing test production hardware and software (Including routine preventive maintenance and calibration on test equipment).
- Set up new test equipment (hardware & software), buy-off procedure before releasing to production.
- Document and update the test procedures. - Provide training of test process to production team.
- Provide training to functional test technicians on how to confirm test failures and maintain test equipment.
- Perform test line conversion (when applicable).
- Maintain in house test fixture.
- Review overall ICT test capacity of TEST ICT capacity vs demand analysis
- Review ICT test requirement of NPI product.
- CCB coordinator
- Perform other work-related assignments requested by supervisors.
- Change Management, ECO, limits, test steps, FW and ID programming
Knowledge/Skills/Competencies
- Interpreting test requirements and documenting test procedures
- Analyzing data to drive coverage enhancement and first pass yield improvement
- Experience in Agilent 3070 and Flying Probe test platform supports/maintains
- Capable to do test development on the Agilent 3070 machine and Flying Probe test platform
- Ability to lead engineering projects and share the results
- Ability to manage both internal and external stakeholders
- Ability to provide clear communications
- Excellent in English Communications
Typical Experience
- Minimum of 5 years of experience in an ICT or Test Engineering role (Functional test or debug)
- Hands-on working experience in large-scale In-circuit Manufacturing - ICT test support
- Experiences in team management
Typical Education
- Bachelor's Degree in Engineering in Electronics
