Role Purpose:

The program officer works in conjunction with other program teams to develop program, seek grants and proposals, and administer assigned program in conjunction with other program teams of Raks Thai and its partners to ensure the execution of program activities are attained in timely and accurate manner with high quality standard, and align with goals and mission of Raks Thai Foundation.

Key Responsibilities:

1.  Lead on proposal development, seek grants and proposals related to assigned program areas and populations, as well as explore opportunities for cross-sectoral works (e.g. gender, rights) and develop framework to address those needs.

2.  Administer contracts and budget of the assigned programs to ensure various program funding mechanism standards, rules and regulations are followed according to donors' expectation.

3.  Coordinate with staff of program sites and partners in planning, and execution program activities in timely and accurate manner and analyze, troubleshoot program challenges.

4.  Provide technical guidance and maintain frequent communications with program sites staff and partners to ensure the orderly flow of information, tasks and reports.

5.  Assist commodity and inventory management section in managing pharmaceutical and health products, quality assurance, and documentation incidents, related the assigned program, and communicate with program sites and partners in product managements and data collection.

6.  Work collaboratively with DME/Data team to review and evaluate program's status, write reports and analyses of program activities to develop high quality work standard to improve overall program performance.

7.  Work closely with finance & accounting team to develop, track and analyze monthly, quarterly, annually expenditures compared to project budget; ensuring the program budget projections are accurate and expenditures are properly tracked.

8.  Prepare, coordinate reviews, edit and disseminate program-related reports and documents including progress updates, and other documents / reports.

9.  Build advocacy and alliance with partners via identifying communications opportunities to raise awareness and the program impacts, includes creating connections between sub-recipients, partners, and field officers, soliciting feedback from the participants.

10.  Collaborate with local, national and international partners, stakeholders, consultants, donors, is feasibilities.

11.  Represent the Foundation in conference, meeting and any public events.

12.  Any other duties as assigned by Program Manager.

Qualifications:

  • Bachelor's degree or Master's degree in international development, social sciences, public health or a related field is preferred.
  • Minimum 3 years experiences in program management and program development is advantage.
  • Able to handle multiple tasks by establishing priorities whilst handling frequent interruptions, deadline, available resources and multiple reporting relationship, and willing to assume a range of unanticipated tasks and work flexible hours
  • Able to work well with a diverse group of institutes; awareness and understanding of issues of communities and their uniqueness.
  • Demonstrate interest in a career within the field of NGO, and commitment to the mission of vision of Raks Thai, and ability to work within a team environment with project management mentality.
  • Excellent communication skills (written and oral in both Thai and English): sensitivity to and responsiveness to all partners, respectful, adaptable and helpful relationship with project staff and partners.
  • Strong analytical thinking skills, able to problem solve and being resourceful.
  • Good general health.

Responsibilities

  • Acts as an advocate to raise the awareness of the needs of children. Understands Christ's mandate to protect children. Commits to and prioritizes child protection considerations in all decision-making, tasks and activities across the ministry. Abides by all behavioral expectations in Compassion's Statement of Commitment to Child Protection and Code of Conduct. Reports any concerns of abuse, neglect or exploitation of children through Compassion's internal reporting process and appropriately supports responses to incidents if they occur.
  • Supports overall holistic child development and provides ongoing subject matter expertise in individual areas of specialization. Aids partnership facilitators and cross-functional staff and managers by providing coaching and knowledge within area of specialty. Supports child development community learning and improvement among staff and other stakeholders.
  • Regularly assesses changing need for and ability to deliver programming within area of expertise. Consolidates national and local data to identify common gaps and patterns. May develop strategy; maintains and supports the implementation of strategy within area of expertise. Provides advice in support of other strategy development with the national office as needed.
  • Provides skilled program design support to other staff. Supports the ongoing development and implementation of local program design in alignment with the global objectives. May provide expertise to other national office professionals, support staff and FCP staff/volunteers to ensure that Frontline Church Partners are adequately informed and equipped to provide holistic development to caregivers, children and youth.
  • May facilitate the identification of resource components (internal and external) for specific child development strategies and plans in support of partnership facilitator efforts with FCPs. May provide information to management and other decision-makers regarding allocation of appropriate resources. May provide input to and/or develop Interventions for funding within area of expertise.
  • Designs, implements, and monitors specific holistic child development strategies and interventions. Serves partnership facilitators by providing capacity-building and child/youth/caregiver engagement activities in area of expertise. May contextualize portions of curriculum relevant to their expertise or other resources for child and youth development. Works with partnership facilitators by ensuring intervention records, reports, and other documentation are accurate, complete and delivered to appropriate stakeholders.
  • Reviews data, reports and utilizes findings to support management and key stakeholders in improving program initiatives, interventions and child outcomes.
  • May provide expertise to other program support staff in the national office.

Qualifications

  • A member of a local church who is passionate about serving local churches and children's ministry
  • Preferably, has an experience working at Thai-Myanmar border-based NGO/INGO
  • Knowledge and understanding of the Thai-Myanmar border context, local church setting beyond the border, and community and social issues
  • Excellent facilitation, communication, interpersonal, and team-building skills
  • Life experience with English and Karen language skills can be an aid to this role and help the candidate make important connections with locals
  • Bachelor's Degree in a related field or an equivalent qualification
  • Equivalent education, training and/or certification may be substituted for experience and education shown above
