This position will act as the Owner's Representative and will be responsible for ensuring that all construction activities meet the required quality standards and align with the Owner's expectations. Responsibilities
Key Responsibilities
- Participate in quality-related meetings including GC's quality kick-off, weekly quality reviews, and site coordination sessions.
- Review the General Contractor's Quality Plan and those of subcontractors, including installation checklists, temporary conditioning plans, and other quality control deliverables.
- Ensure construction issues are logged in the Owner-approved Quality Management tool and resolved per designated Service Level Objectives (SLOs).
- Escalate critical or overdue issues to the Owner's project management team and coordinate with stakeholders for timely resolution.
- Participate in inspections such as material testing, field installations, equipment startup, and functional testing.
- Ensure inspections are conducted in accordance with approved quality plans and standards.
- Ensure timely and progressive submission of quality documentation by the GC and subcontractors into designated repositories.
- Review submitted documentation for completeness, accuracy, and compliance.
- Monitor GC activities to ensure proper housekeeping, equipment preservation, and storage procedures are maintained to uphold quality standards.
- Maintain dashboards and metrics for weekly and monthly reporting.
- Provide quality performance data for GC review meetings and support Owner's reporting requirements.
- Lead Closed Loop Learning sessions and ensure lessons learned are properly documented and followed up.
- Oversee benchmarking efforts, ensuring mock-ups and sample installations are delivered and reviewed per the approved Benchmark List.
- Promote a sustained quality culture focused on "Right the First Time" and minimizing rework and waste.
- Support implementation of TIMWOODS (8 Lean Wastes), ensuring issues are logged and rectified appropriately.
- Monitor GC's quality inductions, workshops, and quality circle activities.
- Identify and escalate quality incidents that qualify as SQEs to the program team for broader learning and propagation.
- Collaborate with the Commissioning Agent (CxA) and stakeholders to ensure timely equipment installation and startup.
- Attend commissioning meetings and flag any construction or quality issues that may impact commissioning timelines.
- Monitor punch list activities with the Owner and Owner's Representative, ensuring phased execution aligned with project progress and occupancy requirements.
- Drive the punch list process, although creation and maintenance are led by the GC/AE.
- Attend ad-hoc meetings and provide any additional quality-related services necessary to support project completion and close-out.

- Develops, implements, and maintains technical quality assurance and control systems and activities.
- Defines and specifies the implementation of standards, methods, and procedures for inspecting, testing, and evaluating the precision, accuracy, and reliability of the construction and future operation management.
- Participates in the reviewing of engineering designs to contribute quality requirements and considerations.
- Assists construction support areas in gathering and analyzing data.
- Demonstrable experience in the managing of multi-disciplined semiconductor projects and/or other relevant industries is strongly preferred.

Qualifications
- This is a client-side position which is full-time based on the construction site.
- Reports to both the project director and the client.
- At least 10 years of experience in construction quality activities of international projects.
- Responsible for monitoring all quality activities in the project.
- Proven leadership skills and teamwork, able to coordinate with other disciplines (such as construction and project controls).
- Responsible for driving quality client requirements into the project, collaborating and managing the General Contractor, the client operations team, the design team and the Commissioning Agent assigned to the project.

Construction Quality Lead:
The Owner's Reps' involvement in construction quality shall encompass, but not be restricted to, the following:
a. Participate in Quality related meetings including General Contractor's Quality kick-off meeting, weekly Quality meetings, site coordination meetings etc. as required.
b. Review the General Contractor's Quality Plan and the development of their Subcontractors' Quality Plans. Review the development of Quality Control deliverables including installation checksheet templates and others. Review the development of documents that support Quality Management including the Temporary Conditioning and Operations Plan, and others.
c. Ensure that construction issues are being logged in the Google approved Quality Management tool in accordance with the program designated process, and resolved in accordance with specified Service Level Objectives (SLOs). Highlight severe and overdue issues to Google's project management team. Work with the General Contractor and stakeholders to ensure construction issues are resolved in a timely and satisfactory manner.
d. Participate in Quality inspections including but not limited to material tests, field installations, equipment startup, and functional testing of equipment. Ensure inspections are being conducted in a satisfactory manner in accordance with approved Quality Plans.
e. Ensure Quality Control documentation is being progressively submitted by the General Contractor and their subcontractors in a timely manner into designated repositories or the Google approved Quality Management tool. Review submitted Quality Control documentation for completeness and accuracy.
f. Ensure the General Contractor is performing activities which support Quality Management and preserves the integrity of installed equipment. This includes, but is not limited to proper housekeeping, proper storage procedures, equipment preservation, and others.
g. Maintain data dashboards and metrics for regular reporting. Support Google's project management team to prepare Quality metrics for regular weekly and monthly reports.
h. Lead Closed Loop Learning meetings and ensure that Lessons Learned are being recorded by the General Contractor and stakeholders in the designated Lessons Learned log. Work with the Closed Loop Learning program team to ensure that Lessons Learned logged are recorded with satisfactory data and follow-up resolution actions.
i. Lead the Benchmarking effort and ensure that the General Contractor is maintaining a Benchmarking program. Ensure that samples and mock-up installations are being delivered in accordance with the agreed Benchmark List, and reviewed and approved by designated stakeholders.
j. Support the creation, development and maintaining of a sustained Quality Culture that focuses on Right the First Time and reduction of rework and waste on site.
i. Support TIMWOODS (8 Lean Wastes) implementation and documentation. Ensure TIMWOODS issues are being logged in Google approved Quality Management tool, and follow-up rectification actions are identified.
ii. Monitoring GC teams site Quality Inductions, Quality Culture workshops, and Quality Circle observations.
iii. Identify quality incidents that would be appropriate for a Significant Quality Event (SQE) and highlight these to the program SQE team for propagation.
iv. Provide Quality metrics for General Contractor performance review meetings.
k. Work with the Commissioning Agent (CxA) and commissioning stakeholders to ensure equipment installation and start-up is being completed in a timely manner for commissioning activities to commence in accordance with project schedule. Participate in regular commissioning meetings as required. Highlight construction or Quality issues which may have an impact on commissioning activities.
l. Monitor the punch lists with Google and Google's Owner Representative for the Project including establishing phasing as required by progress of the work or occupancy requirements of the Owner.
