We are seeking a Research Program Coordinator based in Thailand to support expanding portfolio of research and collaboration in the region. This role is central to ensuring the success of multi-stakeholder projects through on-the-ground coordination, stakeholder engagement, and field support.
Key Responsibilities

Duties and Responsibilities
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance. The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer and directly serves the Parties of the Protocol through its Compliance Assistance Programme (CAP) in OzonAction Branch, Law Division. The consultant will work closely with the National Ozone Units (NOUs) of the 13 PICs and under the guidance of the Interim Montreal Protocol Regional Coordinator – Southeast Asia Network and Pacific Island Countries Network. The consultant will be home-based and shall mobilize adequate time and resources to carry out the assignment within the agreed time frame and shall demonstrate a strong commitment to completing the assignment. (1) Analysis of potential inventory of banks of these used/unwanted controlled substances under the Montreal Protocol The consultant will guide the NOUs and local consultants in conducting the nationwide data collection and will provide technical support to the NOUs during the stakeholder consultation workshops. Under this task, the consultant shall
• Propose concrete data analysis methodology with details of required inputs and parameters. Present the methodology to and consult with the NOU, OzonAction CAP ROAP and local consultant.
• Using the already-available data and complementary data collected by the local consultant, the following data need to be calculated for the year of data collection and estimated projections until 2045 by subsector, equipment type and substance type and by geographic location: o Inventory of RAC/MAC equipment in the country based on supply and retirement of RAC/MAC equipment. o Potential banks of controlled substances from the above inventory of RAC/MAC equipment. o Based on the current situation and practices, conduct analysis of potential amount of controlled substances that can be recovered/recycled/reclaimed/destroyed. The analysis on the amount shall be broken down by stage of operation (i) during operation - installation and servicing of RAC/MAC equipment and (ii) decommissioning at end-of-life of equipment. This detailed analysis is important to prioritize planned actions cost-effectively. o The consultant will review previously-implemented or ongoing projects under the Multilateral Fund and other, relevant to refrigerant recovery, recycling, reclamation programmes or ODS/HFC disposal/destruction projects in the country (if applicable) to understand how much substances are treated at those facilities.
• Where applicable and information is available, similar analysis on inventory, potential inventory and potential amount that can be recovered/recycled/reclaimed/destroyed from ODS/HFC fire suppression systems and/or ODS-/HFC-based foam products.
• Validated data analysis results through appropriate methodology. (2) Assessment of the current national legal framework/policy and regulation, current situation/ practices, country capacity and infrastructure and identification of implementation challenges/gaps The consultant will obtain information from NOUs and local consultants in conducting assessment and will support the NOUs of the 13 PICs during the stakeholder consultation workshops. Under this task, the consultant shall:
• Assess the current national legal framework/policy and regulation related to life-cycle management (trade control, handling, transportation, recovery, collection, recycle, reclamation, destruction) of (i) controlled substances under the Montreal Protocol, (ii) waste and (iii) refrigeration and air-conditioner and also with the linkage to the Basel Convention.
• Assess the current situation/practices in the servicing sector, country capacity and infrastructure related to life-cycle management (trade control, handling, transportation, recovery, collection, recycle, reclamation, destruction of (i) controlled substances under the Montreal Protocol, (ii) waste and (iii) refrigeration and air-conditioner. This includes potential opportunities for co-disposal of waste-controlled substances with other hazardous waste.
• Based on the above assessment, identify implementation challenges/gaps related to life-cycle management starting from trade control, handling, transportation, recovery, collection, recycle, reclamation, destruction etc. that prevent/undermine the adoption of sound management of controlled substances in the country.
• Where applicable and information is available, similar analysis shall be applied to ODS/HFC fire suppression systems and/or ODS-/HFC-based foam products. (3)Development of 13 country reports on (i) data collection and analysis, (ii) assessment of policy framework and country infrastructure for the management of used or unwantedcontrolled substances and (iii) challenges/needs Based on the above tasks, the consultant in close collaboration with the relevant NOUs of the 13 PICs and UNEP, shall prepare 13 country reports on (i) data collection and analysis, (ii) assessment of policy framework and country infrastructure for the management of used or unwanted controlled substances and (iii) challenges/needs in accordance with the templated provided by UNEP. The first drafts should be submitted to UNEP and the NOUs, in electronic format, for review and comments. The consultant will incorporate comments from UNEP and the NOUs in the draft, which will be used for its national consultation process. Based on feedback and comments obtained from stakeholders' consultations, the consultant will finalize the 13 data collection and analysis country reports and submit the final reports to UNEP in electronic format.
Qualifications/special skills
A master degree in science, engineering, environment, public or environmental policy, development is required. A first-level degree in combination with two qualifying years of experience may be accepted in lieu of the master degree.
• At least 5 years of working experience in data analysis and assessment of policy and formulation of report based on the surveyed results is required. Within the required 5 years, at least 3 years of working experience in management of chemicals (e.g. trade control, handling, transportation recovery, recycle, reclamation, destruction) and/or experience in management of appliances is required.
• Knowledge of the refrigeration and air conditioning sector, greenhouse gases and their global warming potential (GWP) and national policy and legislation system for the Montreal Protocol and Basel Convention is desirable.
• Prior experience in working with governments in Asia and the Pacific region on Environment/Energy Climate Change/Waste Management is desirable. Prior working experience with international organizations, and/or intergovernmental organization at the global, regional and national level is desirable.
• Experience in working on the Montreal Protocol including Kigali Amendment related areas and implementation of country projects such as Institutional Strengthening Project (IS), HCFC Phase-out Management Plan (HPMP), ozone depleting substance (ODS) alternatives survey and data verification, Enabling Activities Project for HFC Phasedown (EA) project is desirable.
