Organisation Background:

Founded in 2011, the International NGO Safety Organisation (INSO) is an international nongovernmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 17 of the world's most insecure countries.

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

INSO Southeast Asia:

The INSO Southeast Asia platform is launching in response to requests for support in safety coordination from NGOs working in the region. INSO will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team will harness data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Southeast Asia team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need.

Objective

The NGO Safety Support Consultant works with the Head of Mission (HoM) to fulfil INSO's core mandate of helping NGOs safely deliver humanitarian services. Among other tasks, the NGO Safety Support Consultant will maintain a broad network of contacts in NGOs and CSOs working in Myanmar, produce regular analytical reports on issues relevant to NGO safety in Myanmar and collect and accurately input data related to NGO safety and security.

Scope of work:

  • Assist the HoM with the regional representation of INSO and the delivery of service.
  • Assist the HoM to prepare and issue in both Burmese and English regular reports, area assessments, and other INSO products requested by the humanitarian community in Myanmar.
  • Collect and verify incidents and events that relate to the safety of NGO workers operating in Myanmar.
  • Manage and update incident databases to ensure the organization's records are accurate and complete. Support and verify incident entries to INSO's Conflict & Humanitarian Data Centre (CHDC).
  • Work with the HoM to analyse the operating environment and identify trends. Use data and databases to create charts, data visualizations, and maps.
  • Work in proximity with NGO partners in the field
  • Attend regular humanitarian coordination meetings to build relations with partners and remain up to date on humanitarian activities in the area.
  • Translate relevant communications from Burmese (and other local languages where relevant) into English and vice-versa.
  • Support the Head of Mission with regular administration tasks as needed

PERSON SPECIFICATION

Knowledge, Skills and Experience

Essential:

  • Bachelor's degree or equivalent certification in one of the following: Journalism, Communications, Conflict Studies, Political Sciences, History, International Affairs, Security Studies, Criminology, or any other relevant fields.
  • Fluent Burmese and working proficiency in English and with excellent writing skills in both.
  • An excellent network of NGOs and CSOs working on Myanmar
  • Experience in producing analytical reports to tight deadlines
  • A good understanding of NGO safety best practices and a willingness to learn.
  • A proven ability to develop and maintain working relationships with partners.
  • Excellent computer skills and knowledge of Windows and Microsoft Office programs
  • Previous experience with or demonstrated capacity to learn how to work with data analytics tools.

Nice to Have:

  • 2 years or more prior experience with NGO security and/or project management.
  • Experience in project/team management.
  • Proficiency in other languages relevant in the context (other languages spoken in Myanmar and Thai).
  • Experience in drafting situation reports and short briefings, experience in crisis management and support to NGOs.
  • Capacity to work with minimum supervision and maintain high level of engagement.

Risk Assessment Job Responsibilities:

· Staff

Actively assist RMC and the Group Human Resources Department in the identification, assessment and recruitment of potential new staff for the RMD, from both outside and inside the Group

· Risk Identification and Assessment:

Identify potential risks across various areas like financial, operational, and compliance, and assessing their potential impact.

· Risk Analysis and Prioritization:

Conduct risk analysis to evaluate the likelihood and potential severity of identified risks and prioritizing them based on their potential impact.

· Policy Development and Implementation

Review and recommend necessary changes to existing Group  risk management policies and procedures and, where needed, create RMD policies and procedures, ensuring they are appropriate, up to date and aligned with Group goals and regulatory requirements. Recommend risk appetite levels for approval by RMC.

· Risk Mitigation:

Develop and implement strategies to reduce or eliminate identified risks. This includes creating contingency plans, establishing controls, and working with other departments to address potential

· Monitoring and Review:

Track the effectiveness of risk management strategies and processes, monitoring key risk indicators and reporting on risk levels

Continuously monitor the effectiveness of implemented risk management strategies and making adjustments as needed.

· Reporting and Communication:

Communicate risk assessments, mitigation plans and monitoring results to RMC.

· Ensuring Compliance:

Ensuring that the Group complies with relevant laws, regulations and industry standards related to risk management.

· Training and Awareness:

Educate employees about risk management best practices and promoting a culture of risk awareness throughout the Group, including by facilitating workshops and training.

· Developing Contingency Plans:

Create contingency plans to manage crises and ensure business continuity in the event of a risk event.

· Collaboration:

Work with different departments to ensure a holistic approach to risk management and integrating risk considerations into decision – making process.

Skills and Qualifications:

· Bachelor Degree or higher in a relevant study, such as Business, Legal, Finance, Accounting, Risk Management, Engineering, Occupational Health and Safety or Business Administration and related fields.

· to 10 years of working experience in Risk Management, Risk Assessment, Safety Management, Financial Management or other related areas.

· Possess a risk awareness mindset and logical thinking abilities, quick leaner, adaptability, and proactive approach to problem solving

· Effective communication , presentation and negotiation skills

· Capability to build and sustain relationships

· Expertise in conducting investigations and addressing challenges

What will you do?

The HS&E Manager (Thailand) will lead and oversee all health, safety, and environmental aspects of construction projects managed by the company's PMCM team. Acting as the Owner's Representative, this position ensures that contractors, consultants, and all project participants comply with the client's HS&E requirements, applicable Thai laws and regulations, and the company's global HS&E management system.

The HS&E Manager will serve as a key advisor to Project Directors and site teams, promoting a strong safety culture and continuous improvement across all projects.

Key Responsibilities

HS&E Leadership and Oversight

  • Lead the implementation of HS&E policies, plans, and standards for all construction projects under the PMCM business line.
  • Represent the Owner (Client) on HS&E matters at project sites, ensuring contractors comply with the approved Construction Safety Plan, Environmental Management Plan, and all legal requirements.
  • Provide strategic guidance and technical advice to project teams on health, safety, and environmental issues.
  • Conduct site HS&E audits, inspections, and risk assessments to verify compliance and identify areas for improvement.

HS&E Management and Monitoring

  • Review contractors' HS&E plans, method statements, permits to work, and incident reports for adequacy and compliance.
  • Monitor and report HS&E performance, including leading and lagging indicators, incidents, and near-miss statistics.
  • Support incident investigation, root cause analysis, and ensure implementation of corrective and preventive actions.
  • Liaise with clients, consultants, and contractors on HS&E coordination and compliance reporting.

Training, Awareness, and Culture Building

  • Promote a proactive HS&E culture across project sites through engagement, communication, and awareness campaigns.
  • Conduct HS&E inductions, toolbox talks, and refresher training for PMCM team members and provide an oversight of such activities by the contractors.
  • Mentor and coach site engineers and project managers on HS&E best practices.

Compliance and Reporting

  • Ensure compliance with Thai Occupational Safety, Health and Environment Act, Ministerial Regulations, and related codes.
  • Coordinate with Department of Labour Protection and Welfare (DLPW) and other relevant government agencies for legal compliance and reporting requirements.
  • Prepare and submit HS&E monthly reports to the Regional HS&E Director and Client as required.

Education:

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Civil/Mechanical Engineering, or related field.
  • Postgraduate or professional certification in HS&E management is an advantage.

Experience:

  • Minimum 8–10 years of experience in HS&E management for large-scale construction projects, preferably with international engineering consultants, project management firms, or multinational contractors.
  • Proven experience working in Owner's Representative or Construction Management role for industrial, commercial, or infrastructure projects.
  • Strong knowledge of Thai HS&E laws, international safety standards (ISO 45001, ISO 14001), and construction safety management.
  • Experience in incident investigation, risk assessment, and HS&E audits.

Skills and Competencies:

  • Strong leadership and communication skills, able to influence and engage contractors and project stakeholders.
  • Analytical and problem-solving abilities with attention to detail.
  • Excellent report writing skills in English and Thai.
  • High integrity and commitment to safety excellence.

Legal and Professional Registration Requirements (Thailand):

To comply with the Occupational Safety, Health, and Environment Act (B.E and relevant Ministerial Regulations, the candidate must hold one of the following valid registrations with the Department of Labour Protection and Welfare (DLPW):

  • "Safety Officer in Professional Level" (จป.วิชาชีพ), registered and licensed by DLPW, or
  • Equivalent professional certification recognized by the Ministry of Labour for health and safety supervision in construction projects.

Candidates must also possess:

  • Valid training certificates in construction safety and emergency response.
  • Familiarity with Contractor Safety Management System (CSMS) and client HSSE standards (for example, ISO, OHSAS, or corporate HSSE systems).
