- Ensure that all Safety, Occupational health and Environment at work management relatedactivities are implement in compliance with Shell HSE Framework, BS OHSAS/ TISI 18001 standard, process safety management and Thai Law.
 - Leading Area Production Unit (APU) Safety management program implementation improvement through sharing and facilitating best practices with other plants and by creating best means and/or channels for communications to serve this purpose.

 - Participant in Area Production Unit (APU) Meeting to discuss on all Safety, Occupational Health and Environment at work activities to ensure that all areas are operating safely and to meet the refinery KPI ( TRCF, LTIF, Fire, LOPC and other Process Safety Indicators)
 - Leading safety risk assessment (comply with BS OHSAS/TISI to ensure risk is well manage and prepare documentation to report to the MOI as mandatory for permit revalidation.
 - Conduct audit, Identify and monitor/working environment, and audit of compliance to reduce potential risk on Safety, Occupational Health, and Environment at work and advise recommendation to correct and improve as needed
 - Conduct audit compliance all assigned PSM area procedure/ work instruction are current (certified or revised on schedule) and accurate.
 - Leading to carry out permit to work and other high risk activities compliance and advise recommendation to correct and improve as needed.
 - Track and follow up of actions/completion to ensure timing solution of any findings from Safety, Occupational Health, and Environment audits and other safety assessment activities.
 - Leading an investigation and analysis of all accidents/ incidents and Occupational illness in APU in order to prevent reoccurrence and provide measures for accident prevention.
 - Provide technical expertise, consultancy and interpretation of Safety, Occupational Health and Environment at work codes including legislative standards and requirements.
 - Conduct safety training/ competency development as plan and be a Instructor.
 - Provide the overall Safety, Occupational Health and Environment at work performance reports to provide an Management Information and benchmarking as well as to further improve as appropriated.
 - Prepare safety report; Safety Officer Report (จป. 1/ 2/ 3) and other reports (i.e. annual report, SD report and DJSI report)
 - Take active role of safety advisor in case of emergency in accordance with the Emergency Procedure.
 - Perform as the safety specialist focal point for Area Production Unit plant changes project.

 - Develop and conduct lesson learned sharing from accident/incident related personal safety in Area Production Unit.

Qualifications:

About The Role - You Will
- Formulate strategies and procedures for Environment Health and Safety (EHS) to enhance the working environment and uphold workplace safety and government compliance
 - EHS Management System: Develop, implement, maintain, and continuously improve the company's EHS management systems (e.g., ISO 45001, ISO 14001, RBA, TLS to ensure compliance with legal, regulatory, and other stakeholder requirements
 - Risk Management: Lead risk assessment processes, identify potential hazards across all operations, and implement the hierarchy of controls to eliminate or mitigate risks of incidents, injuries, and illnesses
 - Compliance & Auditing: Ensure full compliance with Thai occupational health, safety, and environmental laws and regulations. Conduct regular internal audits, inspections, and site walks; prepare for and manage external audits and regulatory visits
 - Incident Management: Oversee incident investigation processes, ensuring root causes are identified and effective corrective/preventive actions (CAPAs) are implemented and tracked to prevent a recurrence. Maintain accurate incident records and report as required
 - Employee Engagement & Training: Foster a strong safety culture through active consultation and collaboration with employees, representatives, and stakeholders. Develop and deliver comprehensive EHS training programs for all levels of employees and contractors
 - Empowerment & Intervention: Champion and manage programs that empower all personnel to stop work when unsafe conditions are perceived and to report hazards without fear of reprisal
 - Collaborate with cross-functional teams to implement ergonomic solutions, promote wellness initiatives, and mitigate occupational health risks
 - Environmental Management: Develop and oversee environmental programs focusing on pollution prevention, waste management, resource conservation, and sustainability initiatives, including considerations for climate change and biodiversity
 - Emergency Preparedness: Develop and maintain emergency response plans, including evacuation procedures, and coordinate drills and exercises to ensure preparedness
 - Contractor Management: Ensure contractors and other third parties working on-site adhere to company EHS standards and procedures
 - Reporting & Performance: Track, analyze, and report on key EHS performance indicators (KPIs). Publicly share best practices and performance where appropriate and engage with community initiatives

About You
- Licensed Safety Officer at the professional level
 Hands-on experience in workplace safety and compliance programs, including:
Contractor safety management (e.g., working at height, confined space entry, hot work, electrical work, LOTO, chemical handling, excavation)
- EMSMS committee management
 - Forklift safety
 - Behavior-Based Safety Program (BBS)
 EHS training delivery
Solid understanding of ISO 14001, ISO 45001, and ISO 50001 frameworks and their implementation
- Strong communication, coordination, and organizational abilities, Proven capacity to multitask, prioritize, and manage time effectively, and Excellent analytical and critical thinking skills for interpreting data and producing actionable reports
 - Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and general computer literacy.
 Communication & Collaboration:

Position: Senior Design Safety Engineer
Employment Status: Permanent
Location: GC Estate office, Rayong
POSITION OVERVIEW:
- Act as the single point of contact for the Safety Engineering Discipline and support the project team during Tenders or Conceptual, FEED or Detailed Engineering phases.
 - Be responsible for all Safety Engineering design activities and deliverables in compliance with project specific performance, integrity, quality and HSE requirements.
 - Review and provide technical inputs to equipment/ package related technical matters related to specifications, package bid enquiries, technical bid evaluations and Safety Engineering inputs for the procurement of equipment / packages.
 - Provide project technical support with respect to verification activities by the verification body / classification society or other applicable approving authorities.
 - Represent the Safety Engineering discipline during meetings, audits, verifications, workshops and technical reviews and be responsible for an effective and timely resolution of identified issues.
 
Qualifications :
- Bachelor's degree in mechanical/chemical/safety engineering or equivalent engineering specialization.
 - Minimum 10 years' experience with Oil & Gas projects (minimum 5 years Offshore Projects experience), with significant experience working as a Senior Design Safety Engineer.
 - Possess extensive experience with the development of Safety Design Philosophies and Specifications related to Escape and Emergency Response, Active and Passive Fire Protection, Fire and Gas detection, Design Accidental Loads, Emergency Shutdown and Human Factor Engineering.
 - Having extensive experience with producing and overseeing Safety Engineering Deliverables related to Escape Route Layouts, Firewater Calculations and P&IDs, Fire and Gas Drawings, Hazardous Area, Noise Specification and Flare Radiation.
 - Shall be capable of specifying, managing and implementing recommendations from third party safety studies and workshops, including HAZID/ENVID, SIL Classifications, Smoke, Gas, Fire and Explosion Risk Analyses, Evacuation Analyses, QRA, ALARP assessments, Fire and Gas Mappings and Noise Studies.
 - Preferably have prior exposure to NORSOK regulatory environments and a solid understanding of EU Directives and industry standards relevant to the Safety Engineering discipline.
 - Shall be proficient in commonly used business software applications such as MS Office and preferably have hands-on experience with specialized safety engineering tools including PIPENET, DNV PHAST, and Flaresim.
 - Strong communication skills in English, both written and verbal, with the ability to present technical issues to design teams, client, technical authorities and verification bodies.
