Role & Responsibilities:
- Ensure that all Safety, Occupational health and Environment at work management relatedactivities are implement in compliance with Shell HSE Framework, BS OHSAS/ TISI 18001 standard, process safety management and Thai Law.
- Leading Area Production Unit (APU) Safety management program implementation improvement through sharing and facilitating best practices with other plants and by creating best means and/or channels for communications to serve this purpose.
- Create activities to promote safety awareness and safety campaign e.g. monthly safety activities, safety newsletters, safety day for both staff and contractors, etc.
- Coordinate with Area Production Unit, Engineering and Project to provide safety support in Shutdown and Start-up planning/activities.
- Participant in Area Production Unit (APU) Meeting to discuss on all Safety, Occupational Health and Environment at work activities to ensure that all areas are operating safely and to meet the refinery KPI ( TRCF, LTIF, Fire, LOPC and other Process Safety Indicators)
- Leading safety risk assessment (comply with BS OHSAS/TISI to ensure risk is well manage and prepare documentation to report to the MOI as mandatory for permit revalidation.
- Conduct audit, Identify and monitor/working environment, and audit of compliance to reduce potential risk on Safety, Occupational Health, and Environment at work and advise recommendation to correct and improve as needed
- Conduct audit compliance all assigned PSM area procedure/ work instruction are current (certified or revised on schedule) and accurate.
- Leading to carry out permit to work and other high risk activities compliance and advise recommendation to correct and improve as needed.
- Track and follow up of actions/completion to ensure timing solution of any findings from Safety, Occupational Health, and Environment audits and other safety assessment activities.
- Leading an investigation and analysis of all accidents/ incidents and Occupational illness in APU in order to prevent reoccurrence and provide measures for accident prevention.
- Provide technical expertise, consultancy and interpretation of Safety, Occupational Health and Environment at work codes including legislative standards and requirements.
- Conduct safety training/ competency development as plan and be a Instructor.
- Provide the overall Safety, Occupational Health and Environment at work performance reports to provide an Management Information and benchmarking as well as to further improve as appropriated.
- Prepare safety report; Safety Officer Report (จป. 1/ 2/ 3) and other reports (i.e. annual report, SD report and DJSI report)
- Take active role of safety advisor in case of emergency in accordance with the Emergency Procedure.
- Perform as the safety specialist focal point for Area Production Unit plant changes project.
- Ensure site construction safety are implement in accordance with Construction safety management.
- Develop and conduct lesson learned sharing from accident/incident related personal safety in Area Production Unit.
- Keep up to date with new legislation and health and safety standards.
Qualifications:
- Bachelor in Occupational Health, Chemical Engineering, Engineering (board range of discipline) or equivalent.
- At least 5 years' experience (Safety officer Professional level).
- Good knowledge, tact, courage, co-operative abilities is necessity.
- Ability to acquire an understanding of legal matters and to apply industry legislation and standards
- Proactive and analytical ability.
- Deep understanding of legal health and safety guidelines.
- Outstanding attention to detail and observation ability.
- Exceptional communication and interpersonal abilities.
