Role Purpose:
The program officer works in conjunction with other program teams to develop program, seek grants and proposals, and administer assigned program in conjunction with other program teams of Raks Thai and its partners to ensure the execution of program activities are attained in timely and accurate manner with high quality standard, and align with goals and mission of Raks Thai Foundation.
Key Responsibilities:
1. Lead on proposal development, seek grants and proposals related to assigned program areas and populations, as well as explore opportunities for cross-sectoral works (e.g. gender, rights) and develop framework to address those needs.
2. Administer contracts and budget of the assigned programs to ensure various program funding mechanism standards, rules and regulations are followed according to donors' expectation.
3. Coordinate with staff of program sites and partners in planning, and execution program activities in timely and accurate manner and analyze, troubleshoot program challenges.
4. Provide technical guidance and maintain frequent communications with program sites staff and partners to ensure the orderly flow of information, tasks and reports.
5. Assist commodity and inventory management section in managing pharmaceutical and health products, quality assurance, and documentation incidents, related the assigned program, and communicate with program sites and partners in product managements and data collection.
6. Work collaboratively with DME/Data team to review and evaluate program's status, write reports and analyses of program activities to develop high quality work standard to improve overall program performance.
7. Work closely with finance & accounting team to develop, track and analyze monthly, quarterly, annually expenditures compared to project budget; ensuring the program budget projections are accurate and expenditures are properly tracked.
8. Prepare, coordinate reviews, edit and disseminate program-related reports and documents including progress updates, and other documents / reports.
9. Build advocacy and alliance with partners via identifying communications opportunities to raise awareness and the program impacts, includes creating connections between sub-recipients, partners, and field officers, soliciting feedback from the participants.
10. Collaborate with local, national and international partners, stakeholders, consultants, donors, is feasibilities.
11. Represent the Foundation in conference, meeting and any public events.
12. Any other duties as assigned by Program Manager.
Qualifications:
- Bachelor's degree or Master's degree in international development, social sciences, public health or a related field is preferred.
- Minimum 3 years experiences in program management and program development is advantage.
- Able to handle multiple tasks by establishing priorities whilst handling frequent interruptions, deadline, available resources and multiple reporting relationship, and willing to assume a range of unanticipated tasks and work flexible hours

About the Role
We are looking for a talented Program Consultant to join our Marketing Team who will be responsible and accountable for supporting the growth of OUP's Assessment business in a market which is central to our overall strategy.
This is a crucial role in an expanding market that requires sound knowledge and experience of the assessment sector.
Key Responsibilities:
- Implement and track the Oxford Test of English (OTE) marketing strategy and plan for the territory, including Test Centre & Affiliate selection, acquisition and retention / productivity, keeping the OTE Go-To-Market strategy up to date in order to achieve agreed growth plans .
- Support the test center approval, on-boarding or migration processes according to agreed policies and processes, as well as running ongoing quality control, supporting Test Centres in order to improve productivity.
- Work closely with Assessment Sales and Marketing teams to develop campaigns for social recognition and brand awareness, test-taker demand driving, events strategy, and relevant Assessment brand-building or thought leadership campaigns.
- Support with securing recognition from relevant institutions, ensuring that the Assessment portfolio receives appropriate institutional recognition.
- Prepare forecasts and budgets for Assessment products and monitor progress towards targets with the use of the appropriate tools, including Salesforce.
- Work closely with Educational Consultants in order to identify and develop opportunities and prospects; define clear roles, responsibilities and processes; measure and report success for the OTE and OPT products; develop their knowledge of the assessment sector in the region.
- Develop and implement an effective marketing plan for the Oxford Placement Test in order to support the achievement of agreed growth targets.
- Monitor market trends and competitor activities that help identify opportunities and stay ahead of industry developments
- Identify local training needs and deliver effective training and support to internal and external stakeholders.
- Give customer-facing presentations to Test Centre and Recognition prospects, existing partners, Affiliates and other relevant audiences including at external event.
About You
Essential:
- Experience in working with MOE and Thai university committee
- Experience in working with Assessment products
- Demonstrable track record of key account management or marketing-related experience in the assessment industry.
- Proven track record of achieving targets and driving revenue growth.
- Dynamic self-starter, with the ability to work collaboratively with cross-functional teams.
- Excellent communication, presentation, negotiation, and interpersonal skills.
- A solid understanding of the ELT assessment market in the region, including trends, customer needs and competitive landscape.
- Fluent English language proficiency
- Able to speak, read and write Thai (native in Thai is preferred)
- Excellent organizational and analytical skills and clear structured decision-making.
- Full, clean driving license.
