- Implement, improve and modify QHSE Management System (policy/standard/procedures etc.) and programs for CBRE in order to effectively manage risk, avoid litigation and prosecution.
 - Contractor Safety Management – implementation of contractor safety management processes.
 - Monitor developments in HSE legislation in Thailand. Advise CBRE leadership and teams of relevant changes, impacts and action required to ensure compliance.
 - Act as the primary contact to the HSE regulatory/ authorities, maintaining good relations with the relevant authorities.
 - Communicate QHSE performance to GWS Enterprise Leadership monthly and as required.

 - Work with CBRE QHSE Managers and operational teams to develop the QHSE strategy and plan for the GWS local business in pacific and drive HSE Programs, to enable compliance and sharing of best practice for continual improvement.
 - Support new business and growth of CBRE services.
 - Engage with client and CBRE in-country QHSE and operational teams on matters of Business Continuity Planning, providing guidance and assistance in ensuring the CBRE teams are adequately prepared and supported during a relevant emergency.
 - Drive innovation in the field of QHSE
 
QUALIFICATIONS
- Bachelors degree (BA/BS) in HSE from four-year college or university. Minimum of 5 years of related experience.
 - Demonstrated knowledge of federal, state and local health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred.
 - Auditor training/ qualifications and experience an advantage, ideally to ISO14001, ISO9001 and ISO45001.
 - Experience working in manufacturing, construction, and / or facility maintenance and management is preferred.
 - As required by local authority (if required). Certified Safety Professional (CSP), Certified, Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), Occupational Health and Safety Technician (OHST) - Preferred
 - Excellent written and verbal communication skills both Thai and English.
 - Strong organizational and analytical skills.
 - Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.
 - Ability to respond effectively to sensitive issues.
 - Able to travel from time to time.

Role Purpose
This role provides dedicated onsite oversight of health, safety, and environmental (HSE) practices across all phases of a hyperscale data centre construction project in Chon Buri, Thailand. Acting as a key point of contact for construction safety and compliance, the consultant will ensure full alignment with Thai regulatory requirements and international best practices. The role involves monitoring contractor performance, driving continuous improvement, and providing timely reporting to support effective decision-making by project leadership.
Key Responsibilities
Construction Safety Oversight
- Provide safety oversight across all project phases, from initial works through to completion.
 - Conduct daily and weekly site safety walks with contractors and project teams.
 - Act as a coach and advisor to the Contractor Safety Committee.
 - Integrate safety considerations into planning by participating in progress and schedule meetings.
 
Contractor Performance & Compliance
- Monitor contractor HSE performance for compliance with project procedures and Thai legal requirements.
 - Evaluate hazard assessments (MSRAs, JHAs, ARTs, etc.) for completeness and effectiveness.
 - Identify deficiencies and support contractors in implementing corrective actions.
 - Conduct monthly contractor HSE audits and validate accuracy of leading/lagging indicators.
 
Incident Management & Reporting
- Lead the creation and reporting of Significant Events (SEs) and Significant Potential Events (SPEs).
 - Escalate unsafe behaviours and non-compliance immediately to relevant stakeholders.
 - Maintain accurate HSE data, metrics, and trends to enable data-driven decision-making.
 - Support site-wide communication of HSE matters through safety meetings and toolbox talks.
 
Program Implementation
- Drive field visibility through implementation of the "Boots on the Ground" program.
 - Support proactive safety initiatives that foster a strong safety culture.
 
Compliance & Reporting
- Ensure compliance with Thai occupational safety and environmental laws (e.g., Occupational Safety, Health and Environment Act, Department of Labour Protection and Welfare regulations).
 - Benchmark site practices against international standards, including OSHA 1926 and ISO 45001.
 - Align with global HSE management systems, policies, and procedures.
 - Deliver timely daily, weekly, and monthly HSE reports with observations, incidents, and corrective actions.
 
Required Qualifications & Experience
Essential:
